In Virginia’s Democratic Rep. Jennifer Wexton’s blue-leaning 10th Congressional District, which is centered in the suburbs of Washington, DC, Cao campaigned against her in the last election. In a redistricted race that Joe Biden would have won by 18 points in 2020, he lost by 6 points.
