K K Pathak IAS Career
In 1990, Pathak was chosen to be an IAS. He was a member of the Excise and Prohibition Department in 2016, but the Bihar government transferred him after he completely outlawed alcohol in the state. He was chosen to lead National Highway and Infrastructure Development Corporation Limited (NHIDCL) as managing director in 2019. Later in 2019, he took assumed the roles of Principal Secretary Department of Industries and CEO of the Bihar Foundation. He was once more appointed in 2021 as the Additional Chief Secretary of the Bihar Excise and Prohibition Department. Additionally, he holds the position of Director General for the Bipard (Bihar Institute of Public Administration & Rural Development) institution.

An attack on a journalist
When Pathak was the deputy commissioner of Giridh in 1990, he stirred up controversy when he struck a reporter for writing a false article about him.
Accusation of abusing his position
He caused controversy in 2018 after the SBI charged him with abusing his authority and fabricating evidence against them. Pathak sued seven SBI branch managers in 2016 for failing to pay stamp duty on time. Pathak was hit with a punishment of Rs. 1.75 lakhs in 2018 by the Patna High Court.
Accused of abusing and threatening
In 2019, he was charged with threatening to kill and assaulting Kumud Raj Singh, director of Maa Shakuntala Infrastructure Pvt Ltd, when he was still the department’s principal secretary. [5]
Abusing his own employees in front of peoples
In a video that went viral on social media on February 2, 2023, Pathak was shown verbally criticizing the deputy collector and “BASA” (Bihar Administrative Service Association). He was heard complaining about city dwellers who disregarded driving laws in the video. He stated in the video,
In Chennai, people follow rules. Have you ever seen anyone here following the traffic rules? They will keep honking even if there is a red light. Have you not seen this? People here are like that only. Laal light bhi hai, pe pe bhi karega…the situation of the deputy collector is this.” [6]
The deputy collector attempted to apologize to Pathak in the video, but Pathak was belligerent and started yelling at him. The Bihar Administrative Service Association sought his resignation from the position after the video went viral and filed a FIR against him. The Bihar government’s Minister of Prohibition, Excise, and Registration Sunil Kumar demanded harsh punishment for him. According to reports, Pathak’s actions were responsible for deputy collector Vivek Kumar’s passing. Vivek was deployed from Dehradun to Gaya for field training on November 14, 2022, where he passed away. Pathak was a trainer there when he passed away. Ten further trainees became unwell on December 5, 2022, in Gaya, and were given hospital admission.
Despite BASA’s complaints to the Chief Secretary on Vivek’s passing, Pathak escaped punishment. In a letter to the chief secretary dated December 10th, 2022, Pathak complained about the state officers, calling them “indisciplined,” “self delusional,” and possessing “a weird sense of superiority complex and self entitlement.” BASA made the decision to express its opposition to Pathak by wearing black wristbands and asking God to purify his mind.
Conflict between the Bihar Education Minister and KK Pathak
On July 4, 2023, Chandrashekhar, the minister of education for Bihar, wrote to KK Pathak to convey his displeasure with the department’s functioning. Pathak, who took over as the education department’s Additional Chief Secretary, introduced a number of measures that enraged Chandrashekhar. These adjustments included removing the residency requirement for teacher job applicants and outlawing the wearing of jeans and T-shirts. A confidential letter was delivered to KK Pathak by Chandrashekhar’s personal secretary in response, but it backfired when Pathak forbade the secretary from going to the education department. Pathak said that the letter, also known as the “yellow” letter, was leaked to the media by the minister’s office, escalating the scandal.
Lalu Prasad Yadav and Chandrashekhar met on July 6, 2023, and Chandrashekhar briefed him about the entire conflict. Yadav then suggested that Chandrashekhar meet with Chief Minister Nitish Kumar. Added Lalu Yadav,
I spoke to Chandrashekhar first and then told Nitish Kumar over the phone to meet him and solve the crisis.”
